First of Two Parts

“The Philippines has a comprehensive legal and organizational infrastructure for instilling transparency and accountability in governance. There is a Anti-Graft and Corrupt Practices Act, as well as a Code of Conduct and Ethical Standards for Public Officials and Employees. There are three constitutional oversight bodies: The Office of the Ombudsman, the Commission on Audit, and the Civil Service Commission.

“Yet, corruption continues to be rampant, estimated at US$48 billion over the past 20 years. Up to 20 percent of the national budget is estimated to be lost to corruption. Top political leaders and judges themselves are charged with corruption, cronyism, and undisclosed wealth.

“Under these circumstances, there is an increasing demand, and recourse to civil society-oriented measures for enhancing transparency and accountability. A proposed program by the Development Academy of the Philippines features civil society oriented measures such as key appointments watch, lifestyle checks, civil society watchdogs, report cards, citizen charters, open public documents, and integrity pacts.

“The recent charges of corruption against President Joseph Estrada have shocked and dismayed the nation. Impeachment proceedings have begun. This crisis is both a challenge and an opportunity. Depending on how this crisis in the Presidency plays out, it may lead to a strong and unmistakable display of public intolerance of corruption, or to an overriding helplessness to effect good governance.” -- Segundo E Romero, PhD, Senior Consultant, Development Academy of the Philippines. Sinulat ito sa panahon pa ni dating Pangulong Joseph Estrada na natala sa kasaysayan ng panguluhan ng bansa bilang unang Pangulo na naalis sa puwesto sa pamamagitan ng impeachment proceedings. Malawakang korapsyon ang dahilan.

At sa pagdaan ng mga panahon ay tila mas lumalala pa ang usapin ng korapsyon sa ating pamahalaan. Hindi lamang sa matataas na posisyon sa national government ang korapsyon, mas malala din sa hanay ng mga local government officials.

Lumalaon, lalong tumitigas ang sikmura ng mga namumuno sa lokal na pamahalaan sa pagnanakaw sa pondo ng bayan…

Minsa’y naisulat na sa pahina ng DERETSO ang linyang ito: Kay aga nating naghusga na masamang tao si Mayor Boy Aquino (MBA) upang ipalit ang mas demonyo at ganid na si Vicente B. Amante (VBA).

Binigyan lamang natin ng isang pagkakataon si MBA na maipakita ang kanyang alam sa local governance upang muli naman nating ibinalik si VBA… si VBA na sa pagdaan ng mga araw ay lalo pang pinatotohan ang dalawang ibinatok na isyu sa kanya noong Halalan 2004: Magbabalik ang droga sa lunsod at mangungurakot lamang iyan.

Lumalaon ay nagiging GARAPAL si San Pablo City Mayor Vicente “Biteng” B. Amante sa paglustay at pagnanakaw ng pondo nina Pablo’y sa mainit na pakikipagsabwatan na rin nina Vice Mayor Lauro “Larry” G. Vidal at mga hidhid na Konsehal na sina Katherine “Karen” C. Agapay, Alejandro “Abi” Y. Yu, Diosdado “Jojo” A. Biglete, Leopoldo “Pol” M. Colago, Rodelo “Rudy” U. Laroza, Richard C. Pavico, Edgardo “Egay” D. Adajar, at Joseph S. Ciolo, pati na rin ang apat na city head of offices na sina city assessor Celerino C. Barcenas, city treasurer Angelita M. Belen, OIC city engineer Jesus P. de Leon, at city planning & development officer Rolando S. Bombio.

Kaya nga’t sa Year End Report na ito ng DERETSO’y tinagurian namin itong GARAPALAN…

Sa pagnanakaw ng kaban ng bayan,

Sa pagpapakita ng tunay na ugali,

Sa kakapalan ng mukha,

Sa pagpapakita ng kabobohan at kasuwapangan,

Sa pagiging ipokrito,

Sa kawalan ng respeto sa local media, at

Sa patuloy na pangha-harass sa mga lokal na negosyante.
